He began his career as a cinematographer, contributing to films such as A College Woman's Confession (1958) and Madam White Snake (1960). Choi transitioned to directing with works like That Man in Chang-An (1967) and Blind Swordswoman (1969). His films often explored themes of revenge and martial arts, reflecting the cinematic trends of South Korea during that period.
